The manufacturers do recommend replacing the axle nuts due to them being of the torque to yield type. I've re used them many times by either staking them down or installing a new cotter pin which some use. The key is not to necessarily replace the nut but to use a torque wrench when installing them.
Many technicians use an impact gun when installing an axle nut on a wheel hub bearing which not only overtightens the bearing but can also cause premature wear to the hub assembly. Zhuocheng recommends using a torque wrench to tighten the axle nut accurately.
If the castle nut were tightened too much initially this could potentially deform the metal part of the seal and allow for some slack. The only other possibility I can think of is that the hub's bearings and races were not properly seated all the way inside the hub.
